Parking Policy for Members of the
Senior Management Committee
Effective: July 1, 2010

1. General

1.1 OCI has requested and received confirmation from PWGSC for the retention of its three parking stalls at 60 Queen Street. These parking stalls will be maintained by the Employer for operational reasons beyond the minimum requirement established by the Government Parking Policy.

1.2 The OCI will pay the lease of these parking stalls at market rate to PWGSC through a Reimbursing Occupational Instrument effective July 1, 2010.

1.3 For other members of the Senior Management Committee who require and secure parking at 60 Queen or elsewhere, the Employer will reimburse him/her 100% of the cost.

1.4 Two of the three parking stalls are reserved for the Correctional Investigator and Executive Director incumbents. The third stall is allocated based on seniority. 

2. Taxable Benefit

2.1 Because of the operational requirement identified by the OCI, as the Employer, to maintain these stalls for members of the Senior Management Committee, including the GIC appointment, the use of the stalls at 60 Queen Street will be considered a taxable benefit at 100%.

2.2 For other members of the Senior Management Committee who secure parking at 60 Queen Street or elsewhere, the use of their parking stall will also be considered a taxable benefit at 100%.

2.3 The taxable benefit will be reflected on the employee’s T4 slip.

3. Required documentation

3.1 Early in the new calendar year, the Compensation Unit at Public Safety Canada will receive a letter from the Correctional Investigator confirming the names of the individuals who used employer-paid parking and requesting the application of a 100% taxable benefit to each.
